Five engagements stand on this page, and each one closed with a deliverable: a report submitted, an instrument drafted, a study presented. Since a consultancy is judged by what it hands over rather than by what it describes, therefore every engagement below names its client and period, and every report or instrument names its date and where it now stands. One instrument drafted here is law, the Pakistan Nursing and Midwifery Council Ordinance, 2025; the others are drafts or analyses, and the page says which against each one.

The work has taken fieldwork to Peshawar, Lahore, Quetta, Karachi and Islamabad, and instructions from a federal Ministry, a federal academy under a United Nations workplan, a regulatory council, and the development programmes of two governments.

    Evidence for Health (FCDO), through Palladium Pakistan (Pvt) Ltd

    Client: the Ministry of National Health Services, Regulations and Coordination, under the UK Foreign, Commonwealth and Development Office programme. Team Lead and principal author of the legal workstream, engaged as National Senior Legal Expert. The three reports answer the first priority action that the WHO Joint External Evaluation of May 2023 set against Pakistan's score of two out of five on legal instruments.

    Ministry of National Health Services, Regulations and Coordination

    Client: the Ministry, through its Directorate of Regulations. Drafting of the Ordinance to amend and consolidate the law on the registration and training of nurses, midwives, midwifery associates and nurse auxiliaries.

    Enacted. Later repealed and replaced by the Pakistan Nursing and Midwifery Council Act, 2026, which continues the Council constituted under the Ordinance.

    Health Services Academy, under the UNFPA Workplan 2025

    Client: the Health Services Academy, Islamabad, by Notification No. F.4-126/2025-WP25/UNFPA-HSA of 4th July 2025. Individual Legal Consultant for the legal review and drafting of the revised guidelines and regulations of the Pakistan Nursing and Midwifery Council, as lead local focal point with the Ministry of National Health Services, Regulations and Coordination, the Council and UNFPA.
