Legislative drafting & public health law.

The chambers drafts the law it advises on: bills, ordinances, rules and regulations for federal and provincial government, grounded in legal mapping and gap analysis of the health statute book and in Pakistan's obligations as a State Party to the "International Health Regulations".

The practice

From the gap
to the gazette.

The work runs the full length of the legislative process: it begins with a mapping of what is in field, proceeds through gap analysis against the international obligation or the policy objective, and ends with an instrument fit for the gazette; and since the same counsel carries the matter from the first survey to the final draft, therefore nothing is lost in translation between the analyst and the draftsman.

The record includes a scoping review of International Health Regulations legislation covering 196 laws, submitted on 6th May 2024, an in-depth analysis of 26 Pakistani health laws, submitted in November 2024, and, since July 2025, standing counsel to the Federal Government on public health legislation.

    Drafting of primary legislation for federal and provincial government, including health security, infectious disease and institutional statutes, with the devolution question answered through the Council of Common Interests under Article 154 of the Constitution of the Islamic Republic of Pakistan, 1973.

    Rules of business, regulations and subordinate instruments, including the regulatory framework of the nursing and midwifery profession for its Council.

    Amendment & repair

    Amendment of laws in field: the wrong cross-reference, the lapsed power, the penalty out of proportion to the harm, identified in analysis and cured in drafting.

    Legal mapping & gap analysis

    Systematic review of legislation against the "International Health Regulations" and the Joint External Evaluation: 196 laws scoped, 26 analysed in depth, with fieldwork at Peshawar, Lahore, Quetta, Karachi and Islamabad.

    Counsel to government

    Standing counsel to federal institutions and regulatory councils on public health legislation, from the policy question through the ordinance to the rules beneath it; the engagements are recorded on the policy page.
